Little Harbor Sewer Connections

Currently, the Town of Cohasset is completing a sewer expansion project requiring 485 homes in the Little Harbor district to connect to the municipal sewer line. These services are unique in that they are mostly low pressure services located in areas where ledge is prevalent. R.W. Rosano Corp. specializes in these types of sewer connections and has all of the necessary resources to remove ledge in the most cost effective way possible. We have years of experience in low pressure sewer installations and know all of the technical aspects needed to make the installation a success.
The Little Harbor Sewer Expansion Project includes the Little Harbor, Atlantic Avenue and Deep Run/Rust Way Sewer Expansion Districts. All households in this district are required to complete their municipal sewer hookup by August 1, 2012 at the homeowners expense. A low interest, non transferrable loan is available through the Old Colony Planning Council (OCPC) to help finance this project. All loan materials may be obtained from Jane Linhares at the OCPC. She can be contacted at 508-583-1833 x. 200, or at jlinhares@ocpcrpa.org. The application for connection to the Little Harbor Sewer Expansion Project may be obtained from R.W. Rosano Corp, or downloaded from the Town of Cohasset. The application fee of $1000 as well as the cost of the E-1 grinder pump, sentry panel, and remote sentry which are required to connect your property to the sewer line is not covered by the loan provided through the OCPC. The cost for the grinder pump, sentry panel, and remote sentry is $3124.87.
The Board of Sewer Commissioners filed a Project-Wide Notice of Intent (NOI) with the Cohasset Conservation Commission. The Project-Wide NOI establishes the submission and review procedures to be followed by the sewer service contractor/drain layer and homeowner. This Project-Wide Notice of Intent will eliminate the need for a separate NOI’s for the private property sewer service construction. An Order of Conditions has been issued for the project and a copy is enclosed in the Appendix materials. Additional site specific conditions may also be required for your property based upon your service layout and a site inspection by the Conservation Commission Agent.
In addition, the Board of Sewer Commissioners has been working with the Cohasset Board of Water Commissioners to establish cost effective and environmentally sound construction methods which will allow owners to simultaneously upgrade their old and often corroded water supply services to their homes within the same excavation trench. This combined utility installation methodology has been approved by the MADEP Southeast Regional Office (SERO) and can significantly reduce site disruption and ledge excavation costs. Refer to the separate Water Commission package. The Board of Sewer Commissioners has also been working with the Cohasset Board of Health to develop a process for septic system decommissioning as part of the overall sewer connection application process so that multiple Town Board applications will not be required. Please be advised that some limitations may be imposed for re-use of septic tanks as pump chambers.
Each owner will be given twelve (12) months to complete their connection from the Official Date of Notification listed on their authorization form unless there are extenuating circumstances. If an owner cannot complete the connection within this time frame, they must petition the Board of Sewer Commissioners for an extension. In rare instances, a homeowner with a fully compliant septic system may be allowed to waive connection.
In order to initiate the process of connection, an Owner will need to select a contractor who is a Drain Layer licensed in the Town of Cohasset by the Board of Sewer Commissioners. R. W. Rosano Corp. is licensed as a Drain Layer with the Sewer Commission The Drain Layer will need to depict the sewer service route as well as other features on a plan provided with the application for that purpose and that plan will need to be resubmitted to the Sewer Commission together with a completed application. Once the application is approved, the Owner can order their grinder pump and initiate construction. After suitable construction, inspection and testing of the new service installation, including the submittal of an as-built plan of the installation by R.W. Rosano Corp., a Final Certification and Authorization to Discharge will be issued by the Sewer Commission.
